No Oakland. 
Oakland has 400k, and it's usually the only CA city in the top 10 when it comes to murder rate these days. If you think Richmond's murder rate is bad as of today, then you have to look at Oakland, Stockton, and Vallejo. NorCal is more dangerous than SoCal right now, and it probably was before. It's likely San Bernardino (SoCal) will have the highest rate this year though.

Richmond is the only city I would consider bad in the bay. Stockton is the worst city overall in Northern California in my opinion. Not talking hype, I'm talking day to day experience.
