Flanagan aint lying. Feat Of Clay is one of the top 3 episode(s) of BTAS (especially that second episode). Loved it. Damn shame they bushed his script would've loved to see it come to life on the big screen.
Why it is perfect as it is, a part of BTAS. There is no reason to make a live action movie about a throw away character in Batman rouges gallery when there is no payoff for it

There are right many adults that will watch a live action adaptation of a cartoon but not watch the cartoon because they think cartoons=kids

And there are those of us who want to see it as live action including Flanagan and apparently Warner. Kind of wild to say "there is no reason" when the love of the episode(s) is still a thing to this day and us who watched it as kids. Plenty of reason.

You are a niche.
No one wants to see a clay face movie , at least not enough people to make it profitable.

Worst case you make the movie just like the TAS and people will be angry that you made a Batman movie with him barely in it

Clayfa e isn't like the Joker. So you are looking at best 50mil - 60mil gross in theaters. So could you make this movie for 20mil with 10 mil in matketing?

That's the question and I think it is no. It's simply not worth it for a niche character that will arguably be a one off

I agree I am a niche and I don't care about the gross. I just want to see the movie get made as a fan of the character and episode. If WB is cool with it and gave it the green light then I'm there for it. Hell release it on Max for all I care. I just want to see what they come up with. Its bad enough that DC is going to have to endure though shyt Gunn's DC and shytty Superman movie.
they go the Sony route with making movies of the rogue's gallary, there will be problems getting a decent movie outside of just Supes and Batman made.
I think there is a real market for Milestone Comic properties to be made but the M-She-U and diversity backlash is going to kill the public's opensess to it.
