Cleveland show was a garbage show that relied on a ghetto(less intelligent...surprising uh?) baby for laughs.
You did not watch the most of the time rollo was the smartest person in the room. And what do you mean ghetto?
urban. he wasn't more intelligent than stewie though.
Stewie was as smart as the ep or scene called for. Same goes for the rest of the characters on all the shows.

That was my go-to get high show 
Honestly i feel like Cleveland show stayed in the same place where american dad was in the beginning. American dad got funny over time and now to me its hilarious. But Cleveland show never got to be funny it was just awkward.
quagmire would make for a good Adult Swim spinoff, cleveland was never that great of a character. the only time he was funny was when quagmire banged his wife. even then, quags stole the show.
so wait...is cleveland movin back to spooner street?....
junior is the smartest person on the show.
