This is going nationwide its only a matter of time. Stop looking for Google to save you because it takes years to build out the infrastructure scale Verizon, ATT or Comcast has. Comcast now has more broadband customers than TV subscribers. There business model is getting threaten. There going to slow down the cord cutter revolution until they find a way to control it.

Yeah, but the fact that it's in writing means that they can start enforcing them any time they want, which I assume will be pretty soon.

They can enforce it at anytime but I doubt they will anytime soon just to compete. A lot of ATT broadband subscribers are on ADSL+2 or VDSL. The highest speed they currently offer on VDSL is 75mbps and that depends on your distance from the VRAD. The cable companies will soon start rolling out DOCSIS 3.1 which will offer gigabit speeds over coax. Until ATT starts fully converting there copper to fiber I think they won't enforce caps.
