ANSWER:
because by being overt you are more effective, you can gain critical mass, you can embolden a wave of anti-target-group action, you can change the zeitgeist opinion, you can mentally oppress your foe and you can (if enough the population agrees) make swifter political change. by setting the geist you rid the population of delusions of equality.
so during US slavery even those that were in the middle re. the rights and wrongs of slavery internally knew that slaves were lower in the cast system than them. covert systems allow this group to delude themselves (self-delusion) which in turn reduces the general humdrum of background racism.
