I don't think you could necessarily compete, in the sense of matching up with the E (the way WCW made a splash with Turner's money); however, I do think you could be successful as the #2.
Have the right mix of superstars ready, and base yourself in a city that will traditionally pay/attend week in and week out to the tapings (ie: not Orlando where you have to give away free tickets?)
Build your stars organically, see what free agents you could get from the E that are expiring for added semi-star/star power (but at the same time aren't demanding and would be willing to put over newer talent.)
Make sure your audio/video presentation is top notch, and not budget handycam looking (ie: TNA backstage skits.)
More importantly: figure out what sort of style you want to run with and stick with it, as opposed to doing too much at once and turning it into a clusterfukk. If it's not unique, then go simple. I think a show that focused on modern wrestling with an old school vibe, and minimal promos/nonsensical storylines would be okay. Let those build over time, allowing new talent to get comfortable, so their micwork doesn't seem so fake/forced/lame.
