Joe probably didn't want to do the show anymore anyway, since he's in the works of branching off with his own show. So he asked them for a contract that he knew they would probably never agree to. It's a win win. They sign it, great, he gets his 5 Million and does the show. They don't? That's great too. I can leave now like I wanted to anyway, and do my own thing that I was already working on.

Rule of Thumb: You can't always decline (even politely). It comes off to the other person as you're not interested, thus them losing intrest in trying to book/sign/ reach out to you for opputunities.
