Thing is, Obama has literally said almost too much at times.
He's speaking in a way that you have to be stupid not to understand if you're a black person in the US.
He's saying "wink wink...I want to make this a place where EVERYONE *wink wink* is treated EQUALLY under the law"
Obama can't just undo lower court decisions. Its not even his fukking job. He can't even talk out about other pending cases without incurring legal ramifications against himself. And its just improper form for the president at any degree.

What did they show to convince the black jurors not to indict?
What is the legal threshold the jury vote needs to meet for an indictment? If the threshold is a simple majority, then 14 cacs out of 23 is more than enough to vote against an indictment.
Obama is saying essentially that the ruling is fukked up but that the goal is to not cease the pursuit of equal protection under the law.
I don't know.
It depends on the jurisdiction.
However, I think in some cases, its almost higher than the actual trial.

My (admittedly short) research says New York grand juries vote on whether to indict a plaintiff. This is not a higher standard than a trial.

he can't write laws.
he can't overturn court decisions (sans pardons of convicted criminals)
He can't issue an executive order "banning racism" AND executive orders are politically less legitimate than laws and thus can be overturned by the following president.
So tell me, what can Obama legitimately and legally do?
