he's just making big bets at this point. he downplayed the rona, not because he didn't think it could be serious and drastic measures would need to be taken, but because there was a chance in his mind that it could blow over. then the gears started moving (slowly) and he thought "if i bet on the small chance that this blows over, history and the present will look at me as the stable genius that i am because i would have saved the american economy from this hoax." he obviously lost that bet, so now he's doubling down on being the one leading the charge on using the cure that saves america and maybe the world. if he's wrong he's done for anyway and if he's right then maybe his prospects recover.
