I remember this from ex-Yugoslavia.
In 1972 ex-Yugoslavia managed to vaccinate almost the entire adult population, totally 80% of the whole population, in just 3 weeks, against small pox:

They did get a lot of vaccines from abroad, but there was an outmost trust in public health experts.
Although I believe an equitable health system is only a part of it, the other part is probably lack of internet conspiracies...
