This is because they started dangling "you won't have to wear a mask" as a carrot on a stick for vaccinations. Now a lot of people who weren't particularly informed on this stuff are pissed off and confused.
I peeped a Zoom town hall with medical experts yesterday and the Q&A was loaded with misinformed questions. People asking questions that were based on false information or misunderstandings of what's out there. I think this pandemic (and honestly the Ebola flip out during Obama too) has really put on display that our society's public health knowledge and understanding is pretty damned low...and our messaging on this stuff is equally poor.

This pandemic was never ending with a stupid shot. Now we're back to square one cause nobody wants to wear a dumb ass mask.

Our political leaders have failed us on this. Trump failed us by not being serious about this and Biden failed us for not having any cohesive message nor making the unvaccinated suffer consequences and jumping the gun on this being "over." Embarrassing stuff.

Even if we'd hit herd immunity levels, the fact that they horded vaccines for wealthy countries would probably lead to strong variants coming out of poor countries. It's so frustrating to think that this crap is mostly based on "bottom-lines." Reopenings and unmasking were rushed for the Summer vacation months to get that tourist money...and tourists catch and spread the shyt everywhere. Patent protections meant that impoverished countries were just left hanging. This really is now a pandemic of vaccinated and unvaccinated. It sucks for everyone, but the unvaccinated are in some serious trouble. Yesterday one of the experts said "it's not a matter of if, but when" with regards to unvaccinated people and this new delta variant.
Edit: One more tidbit from the town hall I saw. This isn't surprising, but they were all extremely confident that boosters are gonna be needed. That's been a topic of discussion for a long time already, but the level of confidence was higher than I've seen before.

All of the US and Global North's handling of this has been to appease the elites and the corporations. It is fukking disgusting. I know people won't make the connections because we haven't been taught to think that way, but that is what it is.

My wife was just telling me a guy she works with been out since last week, found out he's really sick with the delta. Hes not vaxxed. She then tells me another dude in her department said he wasn't vaxxed but since the rest of them are, he doesn't need it. 
fukk that man. The virus is now only killing the unvaccinated morons. If these people who refuse to get vaccinated get sick and die, they deserve everything they have coming.

Why should I have to wear a mask if I’m vaccinated and I have a very low risk of getting sick or dying?
I followed every single protocol since this thing started. The unvaccinated morons were the ones ignoring the protocols and now they refuse to get vaccinated. I don’t think I should wear a mask to protect them.

Because virus mutations and variants don't care about how you did the right thing while your neighbor didn't. Its looking for hosts that will allow it to replicate, adapt, and spread. This is all much bigger than just each of us individually and until we start to look at it and treat it that way, we'll continue on this up and down roller coaster.
I don’t see how the wearing masks by the vaccinated is going to prevent mutations when you have a good 30%-40% of the population which refuses to get vaccinated.
