I've seen this before. Happens regularly in Philippines and Brazil. If you don't keep up with the rent or taxes (Catholics prefer burying their dead, so governments capitalize on it), your corpse is getting relocated to the trash.

So let me clarify this, from what Ive quickly researched these bodies only have claims to these grave plots for 5 years and then their out of there. The bodies are placed in sacks so the families can do what they want with them. Many are not claimed and end up either burned or in a giant pile of skeletons.
