I'd say it's safe to say Russia or Germany would have eventually overstepped and the result would have been the same.
Lack of resources and population would have pushed Germany to the breaking point. We all witnessed the break up of the Soviet Union, and they even killed a massive percent of their population and ethnically cleansed the areas they controlled, no one wants to be occupied.
