What about Dallas or Atlanta would make it a good place to have a GTA set there.
NY you get the giant metropolis on the east coast feel. Reason you won't have a modern one set in Chicago is that the feel would be pretty similar in terms of location.

LA in the early 90's you have the music, could draw inspiration from the movies of that era, incorporated Vegas and San Fran.
LA present day you can incoporate Hollywood, the weather, that feeling of emptyness where everybody is there trying to be an actress, that fake feeling.
Like someone said earlier, the GTA series takes a satirical look at American culture. Those 3 cities gives the writers all types of ammo.
Nothing about those two cities' culture would make setting a GTA there interesting.
