I believe it's tied to the election.
If the election is close, or if Agent Orange is trailing as election day gets closer, they'll send them...in an obvious attempt to get more votes.
I get it, people don't like him regardless, but never underestimate how people can be easily swayed.

Pretty much.....we seen the horrors of Italy, then it rapidly came to our backyard, and devasted NY hospitals. Once we realized nobody is actually dropping like flies in the streets compared to deadlier diseases in the past, its becoming an ehhh kinda thing. As unfortunate and foolish as that is.
