The point is it's going to be subjective. Some refs are going to call that hitting with the helmet. Instead of it being a big play for the Vikings, it's 15 yards from the spot of the foul! And that's major. That can be drive ending. This penalty can make or break games for some teams.

I like the rule. Under no circumstance during a football game does a player ever need to drop his head. Helmets are for protection not be used as weapons. If they didn't have helmets would they be dropping their heads? Of course not. Let's get back to the fundamentals.
