Last year, the NY state Congress approved his plan to make college free for households making under $125,000 as long as they go to a SUNY (State University of New York) school. Now he wants to extend that same program to Dreamers. I don't see it passing the state Congress but it would make Cuomo look like gold if it passed on a miracle.
