90's ain't got nothing to do with it. He's not an underground rapper....dude has appearances all over the place. He was just on Funk Flex. Every media outlet from Complex to Vulture has promoted this album leading up to it's release.
And before he had Target and Sprite promo for his first album. If you can't parlay that much promo into even a gold album, then yeah....it's a flop.
