They did...sort of. When the feds were on their back they were legitmately testing and running all of the roided up dudes out of the territory while Macho Man was outchea damn near looking like a cruiserweight by '94. But then in '96, Vince was desperate so he sent out a memo to talent basically saying that he was doing away with random group testing, essentially giving everyone the OK to start juicing again. So their policy was basically looking the other way while claiming they conducted tests.
