Im not going to blame his parents or say he wasn't raised right because any parental regardless of their status can control every aspect of a childs experiences. so sure it could have been his uncle, it could have been his older sister, one of her friends, his older brother, his grandpa, hell even his own mother, could have been a friend, teacher, coach, neighbor. this is incorrect. If they knew or had concrete evidence as to what promotes resiliency and reduces trauma they would be on the path the reducing post traumatic stress, depression and other illnesses that come from them.

What's crazy is that I made perfect sense and your disdain for me got you talking stupid. I asked him what he meant by consent,was he referring to them being incapable or was he referring to law.
