No, that's not what those numbers mean.
The US has never endorsed an open borders policy, not even under Obama.
The purpose of these numbers, as @DEAD7 picked up on, is to show that Trump's border policies has not served as a deterrent for illegal border crossings.
Ergo, the more people attempting to cross means there are more people crossing.
Initially, Border crossing arrest shaw a sharp decline due to rhetoric.

that is true, but what obama started doing was actually really bad, for illegal immigrants, the people that were turned away were processed through the system, meaning they had paperwork on them, so in the long run they were screwed if they ever tried to enter again or tried to apply for asylym or a regular visa, in essence they werent just being turned away, they were being banned from the US period, if people tried crossing again they could end up in jail and you could never apply for any type of visa or asylum
now if you combined that with the secure communities program were everybody was having their fingerprints ran through the feds, it was creating a system were it would be hard for illegal immigrants to live and crossing the border would have serious legal consequences
that is why obama was forced to back off, he was doing to good of a job

ICE uses interior arrests because that's their purview.
Customs and Border patrol uses border apprehensions because that's their purview.
