Racist or not, states that never seceded from the union typically dont honor confederates, who were actively trying to destroy them. Its rare youll have monuments for confederate officers and soldiers up here. That said, the DMV is hardly considered "up here". maryland was a border state and virginia was the confederate headquarters. So Its possible a statue crept up as close as D.C.
