Ok, I'll be the straight man in this thread You can defer when it's real windy and you want to go with the wind in a certain quarter or maybe if you feel like there's any kind of advantage going a certain way down the field in a given quarter.

if your captain is really dumb/slow you just tell him to always say 'receive' if asked shyt by refs
if he has some brains on him you tell him the more complex
'if you lose the toss and are asked what to do->always say receive'

I remember a situation where this might have made sense, but even then, the winning team didn't elect to kick twice. I think it was 02 or 03 A&M vs. V-Tech and hurricane Isabella was about to hit that weekend. Wind was so bad, they didn't even punt, just went 4 straight downs each drive. Even then, possession was more valuable than the wind.
