I think we have to define "experts" here, because many of the people currently considered experts are just experts at exploiting people. It was some of the best and brightest technocratic (Democratic and Republican!) minds who signed off on and executed the gutting of the middle class. The directionality of public servants is as - if not more - important as the skill.A better educated populace would solve this problem. I don't exclude the Republicans from my analysis, I just consider them fundamentally oriented away from progress because they have a fundamentally evil worldview, so I see it as a waste of time trying to win them over or make nice with them. I think that’s the flaw in your political worldview, you generally exclude the Republicans in analysis and attribute them as some force of nature that we’ll always have to contend with so they should be ignored. I think that’s the root of the problem. The Republicans as currently constructed are why our society is regressing.
Rather stifling social, economic, philosophical or environmental progress, the republicans are the roadblock to any type of sustainable progress.
In this hypothetical racism would not be enough of a motivating factor to support an entire political party. The downstream effect of that is you would have two legitimate political parties actually competing for everyone’s votes. That in itself would solve a lot of the criticisms you have for technocracy.

I’m advocating for liberal indoctrination k-12 on steroids.
When I was in elementary school I was taught at an early age racism & bigotry is wrong, judge someone by the content of their character not the color do their skin, etc etc.
If you pair that with elevating kids social awareness and consciousness, eventually institutional racism will be seen as primitive.
I don’t think the government should punish its citizens for speech but pressure should be put on companies not to tolerate proliferation of racist ideology on their platforms
