Theres always going to be SOME mechanism for cops to use “emergency powers” that will be reviewed after the fact. It’s an inherent loophole.

• It's more immediate and feasible than the big stuff like reparations
• It's been dangled in front of us as a carrot, so the cat is out of the bag.
