Big money can afford to make it not work.This really falls on the country and culture of the united states: How do you appeal to a working class that looks down on other working class/poor people especially in regards to any attempts of significant or necessary welfare.
People say the working class love economic populism, and yet they always vote for the moderate/centrist types who harp on austerity; outside of the good folks on the East and West Coast it's a different ball game entirely.
