I think the leak of the story and the footage given to news outlets are from the police dept., unhappy with what the prosecutor's office did.
I guess that when things normally happen, everything is kept quiet. She got aired out, reputation ruined.
My thing is, why have cops/retailer wait for the thief to steal over X amount value of items that makes it a serious charge, if you're going to give the thief the option of pretrial diversion program? I thought that was the point of letting the thief dig herself into a bigger hole, so that the charges would stick.
