players like him and hollywood brown need to be in the right system to flourish

on teams like SF, LAR, KC, PHI they'd be much better off

Ruggs is too boom/bust and a small receiver to be taken 12th overall.

Here are the receivers who went after him:

Jerry Jeudy (15th)
CeeDee Lamb (17th)
Jalen Reagor (21st)
Justin Jefferson (22nd)
Brandon Aiyuk (25th)
Tee Higgins (33rd)
Michael Pittman Jr (34th)

With the exception of Reagor, all of them were more impressive than Ruggs in 2020.
Even Laviska Shenault started looking like a good player near the end of the season.

I don't think Ruggs is a bad player and he could take a big step. Typically it takes WRs about 3 years to really get comfortable in the NFL. But 12th was likely a reach for Ruggs. He has to pass Hunter Renfrow in terms of targets so that should tell you something.

A lot of those long throws went to agholor. That’s what I’m saying. Carr needs a full offseason with Ruggs to build some trust in order for Carr to throw it to him even if he isn’t completely wide open.

Too early you'll know what Ruggs is next year on top of that guy was so fast he made other guys open.

That being being said he would have gotten fat (figurative) in a team like San Fran or KC or even the Texans.
