Anyway when he went into the chamber with Trunks they said they reached a level above SS1 so why doesn't that count as SS2 ?

I know he got souped up in the Buu Saga but Goku was just always naturally stronger than Vegeta

Super Vegeta is not SS2. He thought he went SS2 because of his increased strength but he realized that form while bulking up and gaining crazy power hes becomes slow as fukk.
