Not true. There's plenty of Africans in NYC, Africans have literally taken over entire blocks in the Bronx (see Sheridan Avenue or Washington Avenue). Lots of Gambians and Ghanaians. BX has as many Dominicans (South Bronx, Fordham/Kingsbridge Area) anywhere in the city, and how you mention Crown Heights but not Washington Heights or Inwood which is really almost exclusively Dominican. Crown Heights isn't even known for having that many Dominicans it's a big West Indian population, matter of fact there's not even that many Latinos there.
Also, Rangel almost lost because he's old AF and his district was fixed to include areas further uptown past Harlem that are predominately Dominicans, they of course gonna side with Espaillat the Dominican.
Harlem is still predominately African American outside of Spanish Harlem, and Bed Stuy has not gentrified to the point that you can say a census is outdated it's from three years ago. Bed Stuy really is close to 90% black. Damn son how can you say Dominican and African for Harlem but not AA, there's not even that many Dominicans in Harlem.
NYC still has the most blacks by the numbers not per capita but that's still significant.
