It all depends on your interpretation of evil. Society calls someone like the BTK killer evil cause he killed like 10 people, but they call Alexander a Great when he killed over a million people and enslaved millions more. But they also call Hitler evil for killing millions but then call Napoleon a conqueror and military genius even though he also killed millions and he's the one who laid out the 'conquer Europe' blueprint for Hitler a hundred years before.
Me personally i think they all had to be some kind of evil and greedy af to even want to do the things they did, let a lone actually going out and doing it. Most of them did it all with a pretense of duty to their homeland and love for their people but really there's no excuse for killing millions of people. And they all most def loved the power, 'glory', and riches that came from it, which is really the only real reason did it, and that's evil.
