It can if you want it to be but no, nobody came up with the word rap as an acronym, that's just some creative way to define it, but that ain't THE definition.

Mama nem started calling it rap because that's the musical genre that was packaged and sold to them. Hip Hop existed without rap. Rap existed without Hip Hop regardless of how much they go hand in hand as Rap is the "voice" of "Hip Hop" as an entity if we are to look at the collective as one.
Rappers moved to the forefront of the culture because rap is more readily mass produced than graffiti or break dancing.
It's a backronym, just like we know Crip never actually stood for "Community revolution in progress" (don't challenge me on this imma just block you). Rap was just slang for "talk" throughout and before 70's.

It's packaged and sold as rap by...because it is rap. Hip Hop and rap are two different things and an important distinction to make.

Hip Hop is a culture. You don't need music to graf write, you don't need music to dance, you don't need anything on a reel to Beat Box.
Rap is the musical genre utilizing the art of rapping to sell albums. Hip Hop is the container for that and a hell of a lot more that has NOTHING to do with the genre of music. It's an entire "sub"-culture of Rappers who are thriving WITHOUT the music industry or even any music at all.
