Not according to the legends.

Dungeon Family had an interview way back, and Rico and Sleepy said all they listened to was "east coast" rap because they had the best music. They said listening to PE was what inspired them to go diggin' for records. And that they would go to NY just to get records. They said Rakim, Kane and KRS are some of their favorites. Andre and Big Boi said they listened to NY rap to get their skills up and loved the Bay rappers too.

Scarface said he has Nas, Jadakiss, Tribe, and Jay-Z along with Cube and NWA in his top rappers, of all-time. So the whole "south doesn't listen to NY" sh*t was always bullsh*t. Everyone I know from the south grew up listening to all the NY classics too.

When I was in active duty in 2001 them southern boys were all over Jay Z's Blueprint album. That's what I saw with my own eyes.
I, too, was visiting my family in South Carolina one summer and I heard a number of cars blasting Jay-Z, 50 Cent, and Biggie in particular.
