Yes he is wrong.

The purpose of nukes is to prevent World War 3, which would undoubtedly result in MASSIVE LOSS OF HUMAN LIFE and the destruction of civilization as we know it. I would recommend reading up on WW2 (my "favorite" war) in order to truly grasp the concept of every major sovereign state on the planet being at war with each other and the loss of life that it entailed as well as the strain it put on the society of every country involved. Families were eradicated. Entire cities erased. Cultures irrevocably changed forever. No one wants that again. NO ONE.

And the reason why we don't use nukes is also to prevent Final War because if the US launched nukes against another sovereign nuclear state, they would launch nukes back at us, and then our allies would launch nukes at them and then their allies would launch nukes against our allies and within a few hours all human life would be wiped off of this planet and maybe all life period.
