I would argue it's a bit of A and B. He has been targeting black people in high level government positions and he wants control of the FED. Additionally Trump has consistently accused black people he wants to prosecute of mortgage scams. Mostly because he personally knows it takes years to fight it out and is costly to defend against.The firings appear to be politically motivated more so than race, based on the number of cacs fired and crying about it on BlueSky.

At this moment there are more than a few white people appointed to these same level of positions that he isn't targeting.

George Mason has one of the most conservative law schools and economic departments in the country, this is side by side more liberal and moderate programs. It does have a diverse staff but really it’s the fact it has a black school president in the DC area that is causing this witch hunt.
To really put it in perspective the law school has had most of the conservative Supreme Court justices teach at it. A ton of conservative economist have either graduated or taught at the school, but it has a diversity issue? Why? Because the president of the school is black
