This is why (and this isn't directed at you) you can't come at cats like you would dogs. Dogs all have the same personality, cats don't. Set aside the toddler murder machines that are pit bulls, you can assume 90% of dogs will react the same way when you interact with them. You can't make that assumption with cats. I used to have a cat that would bite a little and give a little claw when you tried to pet it. The worst thing you could do in that situation is try to pull your hand away immediately. She wasn't in aggression mode, that was just her thing, and a second later she'd release and you could pet her. I've had other cats you could pet all day and they'd be chill. I've also had a cat that would avoid your hand if you tried to pet it, but would come pet itself with your hand if you'd leave it there for a second.
If that cat isn't actively trying to attack you when you try to pet it, I'd bet it is a similar case to the first cat I described.
