It's pretty simple to me. From a rap artist perspective Drake doesn't do anything noteworthy outside of make hit records*. He's not a noteworthy lyricist, he's not a good storyteller at all, his introspective lyricism is decent, his word play is not impressive, he doesn't have a classic album, his flow has been stagnant ever since he bit Big Sean's, etc.
Nas is a master of introspective lyricism and a premier storyteller. Hov has the most versatile flow. Pac was a great songwriter and while he wasn't the best lyricist he maintained an impressive level of poetic flare. Biggie mastered multiple rap styles, was a premier storyteller, and had an impeccable flow. Where does Drake fit in that conversation? If you include newer artists, Kendrick is clearly a master at introspective lyricism and a premier storyteller. Freddie Gibbs has the most versatile flow today. What does Drake do great, in this context? Nothing.
*even his hit making feels suspect when you consider how he acquires songs from other people, then has other people write for him.
