1) Multigenerational incestual abusive degenerate families. e.g. cacs
2) Kids from disadvantaged backgrounds e.g. the extremely impovershied, street kids, the homeless, orphans, broken home kids, kids in cults, kids off the registry, etc.
3) Illuminati families (if the Illuminati is even a thing) that use this stuff for weird occultic shyt that involves doing fukked up shyt to kids including their own kids
4) Kidnapping

This is all speculation and connecting the dot conspiracy theory fukkery though. But this is the best we've got. 1) and 2) sound plausible though. Maybe 4) too. 3) requires a huge leap of faith but you can let your imagination run wild if you want too.
