i think part of the reason people claim it is because the dc has more of a liberal progressive view in comparison with some parts of maryland and especially south va.

but where a lot of you went wrong is you conveniently overlooked that and latched onto

It was actually African Americans working with White Americans among others in concert to change government, because even if they couldn't change the ignorant, pervasive racist culture abound in the 50's and 60's they certainly could force acceptance. Which is exactly what segregation did ! Of course that
didn't stop white flight, that didn't stop places like Harlem, Los Angeles and other areas which previously
had or currently still do have large black populations from falling from grace.
That didn't stop the explosion of crack, the lowering of school funding, the cut programs, the increasing violenceall of these things didn't come from Hip Hop neither did it come from rappers.

I'm not necessarily defending rap, I'm defending blacks and their right to freely
express themselves, I'll admit I was wrong, I jumped the gun thinking you were a certain

I'd err on the side of no, but I get the feeling that he has to represent a couple cats

It's not even questionable. Blacks are staying in DC purely because of gov't jobs and the qualification caps. Until we can get reparations, I don't see shyt changing in the next 30 years.
