They're talking about how black people are depicted and represented to the public. There was a whole thread on this where everyone was complaining about how black women and black people in general are depicted at their worst or as something unattractive by the media. This is an extension of this.

The Senegalese statue was commissioned by a corrupt dogshyt president for a huge cost in a country maintained in poverty and stricken by the economic crisis. The construction was led by North Korea and the revenue made to end up in officials' pockets. That's what matters, not empty symbols.
And even aesthetically, that statue is in poor taste for what it aims to represent.
