He said Hillary and her team were "extremely careless" but didn't intend to break the law. They didn't hide emails or delete them with intentions to hide them from anyone. When emails were deleted, it was because a device or server was taken out of service. If it was anyone else or if Hillary was still Sec of State, they'd be getting sanctions. Trump tweets on deck.
No charges, nothing deliberately done underhandedly, but she was careless for using her private email. Hackers may have had access to her emails. Investigation was a-political and unbiased.

That's the biggest red flag I could possibly think of for someone inspiring for the highest office.
