The French and countries like Finland have a very common sense approach that works.
They can address this with the following options:
1. Subsidies for first time home buyers. If you're trying to buy a 2-3 bedroom home, 35% of the cost is absorbed by govt if your income is at or below the average wage.
2. A MINIMUM of 3-5 weeks annual paid vacation for all employees by law(like Australia)
3. A MINIMUM of 12 months paid paternal leave(like in Bulgaria)
4. Free post secondary education(like in Germany)
5. Relax immigration laws to allow skilled workers in. If they pass language fluency tests and can pass tests showing mastery of their skill, they're given a form of citizenship.
Other countries with even lower GDPs can do this. The only thing preventing this is greed. Employers would have company towns and neighborhoods and pay you in scrip if they could again.

Seems to me based that Japan is like the family everyone knows that looks perfect on the outside - material wealth/success, smart and polite kids, devoted cute as a button mother, hardworking and reliable father - but is actually a toxic brew of impossible expectations, feelings of abandonment, despair, emotional emptiness, self repression and the absence of love.
Kids that grow up in those circumstances oftentimes don't want to have kids. A lot of times these are the people you know nowadays that have kids much later in life. They were terrified as younger ppl of possibly bringing kids into the same situation (bc they've internalized that they themselves were responsible for their family's dysfunction), but didn't realize until they were older or after therapy etc that they were basically traumatized/abused. But by then they might only have one kids (and a couple dogs lol).
The Japanese subculture of guys that spend all their time online, never leave their rooms, as their parents become elderly. Those dudes are never even sniffing any p*ssy, let alone settling down and fathering children.
They're not going to be able to do anything meaningful until their version of the "baby boom" generation dies out. These are the men that still control much of the economy/political power.
Finally they're going to have to start flexing again. Their national confidence has been at a low for decades. They're doing it a little now changing the constitution to develop a military with offensive capabilities and standing up to China etc. They better start resurrecting that samurai mentality.
