Hell no, not even close.This is typical and the cost of doing bootleg. The feds only go after the top site at any given time. They don't have the resources or man power to stop all piracy. Kat basically became a victim of its own popularity just like megaupload. All of kat customers will simply migrate to the next server until that sites name rings out and it gets targeted.
