Florida has passed a slate of "anti-woke" laws in the past few years, and they are written broadly enough that institutions predictably over-correct, which creates a chilling effect even when the speech is technically allowed.
It's "culture-war law." It doesn't outright ban speech; it weaponizes vagueness to threaten funding or lawsuits, knowing that institutions will respond by censoring first and sorting out what's actually legal later. The chilling effect is doing the the work without the state ever having to issue a direct prohibition.
That's why this reads as damage control.
