Florida's public university system, the State University System of Florida (SUS), which includes 12 universities like the University of Florida (UF) and Florida State University (FSU). The term also commonly refers to Florida public community and state colleges, part of the Florida College System, such as Miami Dade College and Valencia College.

That kind of doesn't make sense so he pulls funding from all schools unless a road is named after him in say Miami Gardens? Because if it were in Pensacola it shouldn't be a problem. Maybe he wants a Muhammad Kirk road in every county.
