I interpret it as meaning one wants their ops as readily identifiable as possible. Just assuming all nonblacks are our ops is problematic for lots of reasons.
Curing the sickness first requires identifying it and how extensive it is.
With that information a more specific and hopefully more effective remedy can be worked out.
