Put it in a blender, you have a game like Driveclub that doesn't have the cohesion needed to go from average to good or good to great.
You can be paint by numbers and still be great: See The Legend of Zelda, but they are largely held captive by fans who don't want the formula changed for gameplay and structure. Driveclub, as a franchise, isn't bound to those rules. Forza Horizon 2 looks like the game was made by people that love to race, love to game and wanted to marry the two to great success. Driveclub, for all extents and purposes, doesn't seem to display those attributes. Where's that magical

that you get from Driveclub? Graphics? That's all I can see. Sonic All-Star Racing Transformed as a kart racer, looks and feels like it was made by people that love Sega lore and threw the kitchen sink at it as far as tight gameplay and memorable moments. Split Second is another racer with great moments, just like Pure. Even Flatout, with the bad presentation, looks like a game that was made by people that loves what they do. Let's not talk about god-tier F-Zero GX and to a lesser extent, Wipeout. Racers are my favorite genre, that's why I give a damn about this. As far as the pantheon of great console racers. One of these new games belong, the other one, mind you, from observation and not hands on, does not. However, I've been playing way too many games for way too long to not be able to spot average, run of the mill gameplay, especially in a racing game. Not really saying it's a bad game, its just that as gamers, you've seen better, in some cases, far better, than this.
