To be honest, away from Rage, Paula Perry and Bahamadia, most female MC's were written for.
I think impact should be awarded though. Lyte, Latifah, and Salt & Pepa are undeniable Hip Hop legends. What Kim brought in around mid-'95 was impactful too. So she deserved to be honored. Foxy always said she looked up to Kim back in the day, before they started beefing and when they were talking about doing the Thelma and Louise album. Kim's first album is arguably a classic. She was definitely a natural while B.I.G. was still behind the scenes doing the writing and coaching. Foxy was dope as hell, but she wasn't as dope as Kim was early on, in my opinion.
I can't see them not honoring Lauryn. She took the female MC to levels it hasn't been since then. Even though she didn't do all the writing and producing, what she did with her album hasn't been done since that dropped. Which is probably why it kinda ended there for her. It's hard to top that kind of classic work.
