Fact of the matter is that decriminalization or legalization is not a one size fit all solution there are several other factors at play. How the housing situation in that area? Are these centers only accessible in one part of the city? Do they attract dealers as well as users, etc.
America just doesn't have the infrastructure in place to implement it on a large scale, not to mention political framework necessary to do it without blowback. Like @bnew mentioned if it's half assed it won't work.

Portugal still confiscates drugs from users when they are found with them, they just dont get criminal charges for it. This isnt exactly analogous to supplying users with the drugs of their choice, as described in the OP.
