im not sure about the actual amount, but the cops can still arrest you if they feel like it , normally they will just give you a ticket or a warning though, unless its the end of the month, quotas

Took a run at it last year, as a middle man between finance guys and friends of mine, who needed backing. It was a last minute shot, and unraveled, but it is NOT easy. Extremely bureaucratic and political process, and extremely expensive. We were looking at initial of 5m. I think it's about 1m just for a recreational license, (at the time we were looking ad medical, to move to rec) and that doesn't even touch the other fees, plus just the start up cost.
